Criminal Cartel Circumvented the US President with Underhanded Certification
Guatemalan President Bernardo Arévalo’s press secretary on April 8 thanked US Secretary of State Marco Rubio for certifying Arévalo’s advances “to recover justice, promote development, and provide security.” This deceitful statement and the certification demonstrate collusion between Arévalo and an international criminal cartel embedded in the US government. The cartel has damaged the United States, Guatemala, and many other countries.
The US Federal Register published on April 2 a State Department (DOS) certification attributed to Rubio dated March 25. It stated that Guatemala’s central government is “combating corruption and impunity … strengthen[ing] the rule of law … providing security for its citizens … upholding due process of law … reduc[ing] poverty and promot[ing] economic growth and opportunity … cooperating with the United States to counter drug trafficking, human trafficking, and smuggling, and other transnational crime … implementing policies that improve the environment for businesses, including foreign businesses, to operate and invest.”
All of the above statement is false. Arévalo and cartel members are attempting to legitimize Arévalo and continue DOS’s intimidation of our people, especially judges, to not apply the law to Arévalo. DOS interference illegally made Arévalo president and kept him in office. Attorney General Consuelo Porras’s investigation of Arévalo’s party led to its cancellation for fraudulent registration. Two million votes out of a total of 5.6 million votes are missing, sufficient to annul the election. Both facts alone require Arévalo’s and his vice president’s removal from office.
Former DOS Deputy Secretary Richard Verma on July 17, 2024, presented the 2023 certification. Former Secretary of State Antony Blinken on July 24 delegated the authority to Verma that permitted the publication to enter the Federal Register on August 8. The latest certification has the exact same content as the earlier version, apparently without Rubio delegating his authority. Rubio likely knows nothing about the certification Arévalo’s press secretary cited to thank him.
DOS’s International Narcotics and Law Enforcement Bureau (INL) country report also falsely praised Arévalo as a US law-enforcement partner. The INL report creates confusion about the DOS stance towards Guatemala. We call on Rubio to address this report and the certification.
The undersigned Guatemalan civic organizations have more than 8 million participants, about half of our population. We would like to see US President Donald Trump’s policies of limited government and rule of law instituted in Guatemala. The international criminal cartel has undermined the United States and installed Arévalo in Guatemala. We call on Trump and Rubio to cancel the sanctions on Porras and her officials and to work with them for our countries’ mutual benefit. We also urge the US Congress and the executive to investigate US officials who have committed crimes to subjugate Guatemala to the cartel’s antiliberty agenda.
